Personally would make it so if an NPC is in accessible due to claiming it would move to a nearby unclaimable island until it's original island is unclaimed.

If I remember right dev said pvp on claimed island will be disable for non-clan player to make exploring more enjoyable

Join a regular server and claim islands there then, there are clan servers for a reason, you can choose whether or not you wanna be in servers with lots of other clans
"you make the endgame stuff when your game is finished" doesn't make sense when the game won't be completed for like 5 years, according to your logic the game shouldn't be replayable until it's finished
