Let's be honest, the only reason why law enforcement doesn't crack down on this stuff despite it being illegal (anime or no) is because it would be a long and drawn-out paperwork and evidentiary nightmare to get the proper warrants, prosecutorial interest, etc to go after it, especially when they're dealing with PLENTY of cases of CSAM with real-life victims that they need to attend to. And even *that* stuff falls through the cracks. But loli still breaks plenty of states's laws on obscenity.
