tenancy right laws are very strong here..if a tenant refuses to pay the rent it can take a long time for the process to evict unfolds..this process can only begin after the tenant is 3 months behind in rent..if it is a family with children the onus to prove that the tenant can find suitable housing is on the landlord....while I do advocate for strong tenancy laws, it is definitely a barrier..
I think rental taxes value is 28%, not 23%. 23 is VAT.
The issue is a Supply issue and all efforts should be made to increase Supply. Rent control does not work!!! 50 Years of Rent control is why there are so many abandoned empty apartment and buildings in Portugal.... there are people still paying 20 - 30 euros a month in Lisbon and Porto.... with that amount of income for the Landlord, the Landlord does not spend a cent to keep up with Maintenance!

The 'immigrants " didn't plan to come to Portugal, they have to since tons of multinational companies have been relocated here! Live in a room, sharing the house with strangers at insane prices ( not mentioning the ugly conditions of the buildings) it's criminal! More and more companies are moving here with the unpleasant results of living a nightmare life!
