I think you'll find that they're panning it more through the ~200 year memory, as there's a lot of people that view the Polish-Lithuanian Commonwealth in a negative light, notably the Lithuanians. They also don't want to be criticized for "ethnic suppression", I'd imagine, as that is the largest issue people have with that point in history. It's all about the marketing, I suppose.

It requires two or three core nations that are economically strong to provide a scaffold. If you compere the respective urban populations then the difference between both cities tilts even more in favor of Sofia. If You want to make accurate geopolitical predictions You have to consider that deeper in time perspective . E.g for Poles our motives and aspirations reach Polish- Lithuanian commonwealth and always we will strive to rebuild this power, remembering historical events , friends and enemies because these patterns are often repeated. History is alive here and also shapes future events.
