The check valve is located inside the house and water should not freeze in the vertical riser section of the discharge pipe when filled with water after the sump pump cycles. The horizontal section of the discharge pipe to the outside, after the bend towards the outside, should have some grade/slope to it so that the water drains out of the horizontal section to the exterior after the sump pump cycles.
