  • Citizens of Seattle enjoy some of the most affordable electricity in the country, but the city-owned utility that generates that power is accused of harnessing cost-effective electricity on the backs of Puget Sound salmon, killer whales and the way of life for Native American tribes in the Skagit Valley, a KING 5 investigation found.
    “The (city of Seattle has) taken a lot from this tribe for the last 100 years, and the tribe is not going to take it anymore," said Scott Schuyler, natural resources director of the Upper Skagit Indian Tribe, based in Sedro-Woolley. "The status quo is not working, and we will not allow it to continue."
    The Skagit River is, without question, one of the marvels of the Pacific Northwest. Stretching 150 miles from British Columbia through the North Cascades and emptying into the Salish Sea in Mount Vernon in Skagit County, it’s the largest river in western Washington. It’s the only river that’s home to all five species of Puget Sound salmon. It’s the most important food source for the beloved orca.     Multiple studies needed, rhe dams are a severe issue and and excellent power source. The salmon existed extremely far north for 1000's of years aided by traditional hatcheries. It won't take millions to help them, 1000's are an excellent start

    Maybe they should look into the multiple tribes that net the small mouth of the river and up river. These fish don’t have a chance from the time they enter up through sedro woolley and beyond they are met with impassible nets! They choke off up to 50% of the river then go a little further up and go the opposite way. If it’s preserving their heritage they should fish like their ancestors did. Their nets are more destructive to our river than the dams! It’s nothing more than money for them.
    Anyone that spends time on this river knows the main issue are the nets but WDFW won’t have those hard conversations, the tribes won’t give in and the treaties will hold. You can remove all damns, cancel all sport fishing and you will still be at a loss. I do agree we need fish ladders, but we also need to remove all nets and for WDFW to quit mismanaging funds and start healthy broodstock programs to bring back the steelhead, chinook, coho and pinks.
    This is the blame game between the three groups and non of them are innocent, native nets, natives not having complete transparency on their quota, WDFW mismanagement and Seattle city light not putting in fish ladders. At this point natives need to keep their nets out of the water they can fish like everyone else! Pay the tribes to run broodstock programs with oversight coming from WDFW for lost income on their netting, and hold seattle city light responsible for fish ladders! Preserve the fisheries before it’s to late!

      You are so right , nets are mostly to blame, not like we all don't now that. But how about keeping warm and lights. That's no fun, like fishing. Where are the cedar boats and ores?. No it is motor boats. don't see that in traditional fishing.

    I lived in Sedro Woolley and have been to Ross Lake to pick up crews.I was there when City Light wanted to put a nuke plant on the,Till the Nov earthquake close them down. The first and only time in one.

    The Upper Skagit Tribe has some audacity to act like they aren't part of the problem. I've worked for their casino, delivered food to them, and even lived in an apartment complex they own. I've been harassed on multiple occasions, just trying to do my job (deliver them food), usually cause they are drunk. When I worked at their casino, tribal members got preferred parking while everyone else was forced to use a shuttle service. They are ALWAYS on the river netting fish (to sell for profit, btw).
    Try some actual reporting.

      They are the historic owners of this land and it is ridiculous to claim it is their fault for continuing their longstanding traditions when the Salish Sea was home to the largest salmon canning plants on Earth.

      @@ilychan3580 they ran nets across the entire river and then sold them to vendors at the fish market? Wow I never knew that. What an incredible tradition. A tear truly falls. How could the white man have done this 😂

    Everything we do comes at a price. Raise the costs of power and build the fish ladders, anything the river needs; needs to be funded NOW! Electricity costs may go up... if there's a cheaper alternative to energy then find it. That's the costs of doing business. I'm betting that a rise in utility rates to pay for restoration projects would be a small increase compared to the alternatives. Seattle city light spends 30 MILLION on attorneys to fight the Indians but refuses to fund fish ladders and restoration.

    Dams have been around for 100 yrs. The Salmon don't care about the dams anymore for many, many generations. Over-fishing and pollution far outweigh dams in contributing to endangering the salmon.

    Very biased reporting. Hydraulic barriers that naturally block fish passage are very common on steep gradient streams of which the upper Skagit is one of. It is entirely believable that Seattle city light is correct and has nothing to do with the state of the fish.

    Irresponsible journalism-all the Native Americans are asking for is a study & fish ladders, which are needed. Stop trying to make Native Americans look bad.

      The reporter actually really propped up the tribe’s story and biology, with honor and respect. It seems that the message is even tilted in their favor, as City Lights scrambles to respond to the fish study, that so many other entities apparently want? However, as a native myself, to these mountain lands, i have been saddened by the greed involving the ground water of Skagit.
