- Esta ponencia fue presentada por Alejandra Cárdenas (Universidad Nacional de Colombia) el 15 de enero de 2021 durante la 1ª sesión dedicada a la "Protección internacional en tiempos de pandemia" de la VII Conferencia Latinoamericana sobre los refugiados, organizada por el Comité Helsinki Húngaro, con el apoyo del ACNUR, como parte de la Iniciativa RELATE (Refugee Law Teaching Support).
English summary:
The society in Ecuador is characterized for being a patriarchal society, in which the law is not a neutral, objective and rational instrument. In consequence, the securitization of human mobility is focused on national security, based on the assumption that migration inflows represent a threat to national security. In the context of the COVID-19 pandemic, violence against refugee women has aggravated, and is not duly reported by the state. In Ecuador, six out of ten women are victims of violence; women are afraid of reporting the abuses to the authorities, and somehow this type of violence has been normalized by the society. The ongoing pandemic has aggravated the situation, and women are more at risk of being victims of violence. The state needs to adopt new measures to fight gender violence that take into account women refugees.
