KT Racing fumbled this IP so hard. They had an existing fanbase. All they had to do was make TDU2 but modernised. Even if the map is smaller but keep the same features and ideas.
Literally all they had to do was keep everything (even the map) TDU2 had and update the car list and have better driving physics. Instead they chose to try and twist their WRC racing game engine into an open world game.

the worst part about online only when it comes to TDUSC is that even if you want to play with friends, you cant for very long, it takes about 10 minutes to see your friend on the map by either joining a race together or going to a dealership or garage, then you'll be cruising around for 10 minutes and your mates suddenly disappear.
Don't get me wrong Luke you ARE right about online only games, but with your comparison at the beginning with NFS 2015, Heat and Ghost specifically, it wasn't Ghost's decision to make those games online only. It was EA's decision which is very little surprise considering how greedy they are and have been of late. Remember it's not the developers who have the final say (Ghost for Need for Speed 2015 and Heat, and KT Racing for TDUSC). It's the publishers that do, because they are the ones the TELL the developers what to put into the game (in this case online only). This has happened time and time again with EA with not JUST Need for Speed, but SimCity 2015 and EA single handedly killed that franchise and game specifically.
