For example, "I have to do my homework". It is an obligation. "Should be" is a suggestion. It is not as strong. It is a good idea or recommendation. "'You should tell the truth".

We will always use 'be' in any passive sentence. 'Was/were' for past tense and 'is/are' for present tense. Or, 'be' if you use 'will'. With that being said, your sentences should say: Change 'was' counted by the cashier. The wild 'was' roamed by the beautiful elephants. The book 'was' read by her in a week. The road will 'be' paved by Tom. Another note is to remember that the tense has to stay the same in active and passive. For example, "The cashier counted.." needs to be, "Change was counted.." because the active sentence is past tense. So, the tense should be carried to passive, too.
