I wouldn't lower fenders and Then attempt to tie them off with one hand. I would lower fenders to where they would normally be, mark the line, tie a loop in it and mark fender for that station's cleat. Then by slipping loop onto cleat and lowering fender, you're at right place and done. Or you may simply keep tying/ undying to your heart's content and adjusting height... Landlover
