That would slow the factories down, but it was taking a while for the storms to actually hit the factories, and until round 6 they didn't have any techs to shut down. With those 2 things combined, would have just been wasted supply. Personally i think there best bet was that mass produced melting point card. Grab 2 with range, try get more chaff clear (maybe fire on the stormcallers) and you'll hopefully get a latch on the factory then burn it down. Make it to round 7 then work from there.
