A lot of the tuners are unlocked in packs in the post game, although both debris dragon and gale are in the crimson crisis which is unlocked after the clone fights. Plaguespreader is in crossroads of chaos which is unlocked by beating the tournament mode a few times. It actually takes a really long time to unlock synchro and tuners in 2009.
