Whilce Portacio is a Filipino-American comic book writer and artist. He is best known for his work on titles such as The Punisher, X-Factor, and Uncanny X-Men. He co-created the X-Men character Bishop, originally intending for Bishop to be Filipino, inspired by Filipino billiards player Efren 'Bata' Reyes. However, editorial decisions led to Bishop being portrayed as African-American in the comics .
