No, the taxpayer will be. As I understand the legal system, first the owner would need to get the court to agree the yacht was seized unlawfully and should be released. Then the owner can sue for the cost of that detention. This would probably include damages, depreciation, wages, services, and potentially loss of charter revenues. As it's a superyacht, this would get expensive and Grant Shapps won't be billed.

the yacht is not 'being looked after' He still pays the bills for the crew, power, expenses etc. They are just preventing the vessel from leaving.
In every other case, the person has been sanctioned when they have evidence they are helping the Russian regime.

What is this yacht owner’s line of business? You don’t explain what he’s doing. Obviously it is profitable enough to afford such a luxurious vessel.
This detention UK & US are doing along with other countries may make these governments feel strong and righteous but what has this done to the Super Yacht industry and the hundreds if not thousands of in house workers and subcontractors. This is what should also be your focus.
