I wrote a longer post above before I saw yours; here's the tldr: in France (Cannes, Nice, Antibes, Corsica, etc) you can vacation on the same vessel, with the same crew and services under "charter" or "cruise" contracts. The constraints of the "cruise" are not strong but your vacation will cost 25% less as VAT, fuel duty and other taxes are not due.
I cannot conceive of any good reason why M/Y Amadea would have 25 crew onboard. They are going nowhere and will definitely not be receiving guests. Their MSD is obviously based on unlimited and could easily be changed for a 60 mile limit which would significantly reduce their requirements. There is no need for anyone to be on rotation, they have an 8-5 job with duty Deck and Engr on a rotational basis. If they have existing crew that were on rotation they might keep the important ones and replace the others. The interior should all be covered in drop clothes and left alone. They need 10 max.
