The organization's purpose is to resolve differences so the member countries can be good neighbors to each others. It's born out of necessity to prevent the region from being torn apart internally by its own inhabitant countries, and externally by outside forces (it was the US and USSR during the cold war). But there's some important bits in what you said, that if ASEAN can't provide steps to guarantee the security of its members, then it might fail to prevent the region from being torn apart by outside forces. The first one is China-PH conflict, and the second one if there would be some kind of Indo-Pacific NATO involving the Philippines (yes, this one is a major problem for the region because it will invariably increase tension while providing security for PH in the short term).

Philippines was governed by various sultanate and datus and it was divided that is why spain colonized it easily.
