They are not trying to match. The aim is to hold the line long enough for America to arrive with it's carriers and until then inflict as much damage as you can.
Take India as an example, their fleet is purely defensive made only to operate in the Indian Ocean and disrupt the trade routes to China. But SK needs to increase its defence quickly.

@@seokoking6956 SK doesn't have a choice in the matter. After Taiwan is defeated, China will set it's eye on SK. They will have to fight, if they don't, they can only delay it but won't be able to avoid it forever.
