In the first part of this clip, the number of edits per minute is less than the average for a film from 1940.
The rhythm of the scene then speeds up with edits and staccato dialogue changing the mood very quickly.

I just used this scene as a comparison of why Our President's style of doing a lot very fast appears like chaos to the folks in DC who run at government speed. "Slow" and "Dead Slow" and then "Full Stop" as opposed to "go go go". A good comparison is with Andy Warhol's "Sleep" movie, 6 hours of a man sleeping.
