Idea on road-return @airport: Build an one-way road from the existing exit on the right, underneath the six-lane road and connect it on the left. Do the same on the other side of the airport (the side that is connected to the city). On this you wouldn't have any traffic lights and the buses can turn around easily =)

There is a mod on the steam workshop that allows you to fly the planes. It's called Flight Cimulator and it is by Ulysius. I think it would be interesting to see you fly around Waterpoo and experience it from a different view than normal!
When it comes to the firefighters/police the only thing I miss from SimCities are the helicopters. Think of that tower fire being put out with helicopter support.... magnificent.
