NATO has a target that each member country spends a minimum of 2% of gross domestic product on defense, and most countries are not meeting that target. But the figure is a guideline and not a binding contract, and it does not create “bills”; member countries haven’t been failing to pay their share of NATO’s common budget to run the organization.

The very fact that there is no NATO bank of money into which member countries pay is recognised by just about everyone - except for Americans, it would seem. Lots of US military spending has nothing to do with NATO as it is spent in the Pacific, in East Asia, in the Indian Ocean, Africa, and the Caribbean. This is not so for most other NATO countries, who dedicate almost all defence spending on NATO issues. Only the UK, and France have significant global military spending, like the US.
