Is this an old or new pump? Make sure the lever is on the correct side. Manufacturers may fail to install correctly during manufacturing. Also users tend to remove the lever and fail to correctly install the lever. It can be on the wrong side or installed upside down. You can also try refilling hydraulic fluid and lube around the pump if it's stuck. If nothing works and depending on your pump, it may be cheaper to replace than to fix it.

My chair pumps backwards. Instead of me pushing down I have to pull the lever up in order to pump the chair up. How do I reverse this so it is normal. It is so difficult.
