He's saying a "little sister" (women who hang around men's social fraternities on college and university campuses in the US) who he slept with is going through with a “shotgun wedding” (forced) because she got pregnant by another man, and she is not a virgin at all. So, to him it's amusing that she's wearing white and able to "start again" and regain her virginity. When Billy Idol put the ring on her finger at the wedding the blood was a symbol of her already lost virginity to him.
It always came across a lot darker to me. It's like the two siblings (partial blood related or step? full blood???) fooled around with each other, and now one is watching the other get married to avoid both being ostracized from the family over a serious taboo. To save face, some other poor guy was tricked into believing the baby was his. Inwardly, the song's narrator is pining for his sister and wondering if she feels the same toward him despite the ugly charade? Twisted, I know, but that's vibe I always got.
I can't remember exactly the song's explanation from Billy himself, but it was rather dry. Obviously it has more meaning than what he said. My take is way darker and I'm thinking it's much more perverse. I mean, we're not talking about a choir boy here. He is indeed talking about his little sister and I think the character that he's portraying in the song is one of two kids who grew up rough and had to share a lot of beds together (ah-hum), they're both bad kids now and his sister is all screwed up. She's been married before (hence the sarcastic white wedding), but she's so messed up that it didn't work. The brother has been away but hears about her next marriage and shows up to tell her she's just dreaming about leading a normal life with some normal guy. His sexual growling throughout is telling her, look, I'm the only one who's suited for you. This dream you have is going to collapse and I'll be around when it does because we both know I'm the only one who can understand you. In the video, his jamming the ring on her finger is an acknowledgement of how he knows his relationship with her is destructive, but so be it. Hey! The whole song just steams with sexuality and darkness. I'm just going where it leads me.
Just checked that out and it’s terrible. Starts out all soft then turns in untalented screaming. They sound like elderly people who have a scratchy sounding weakened voice from age. So when they try to sing it sounds like something stuck in their throats..

The Murderdolls' cover of this song is nice. Billy Idol is too soft, just like all mainstream music of the 80's.
