His problems are his gambling addiction in wasting money and being cheap with rewarding his employees (hence why Hank is such a sap if he only took more of a stand in asking for like a raise/promotion himself), from what I recall. He does have some good business sense that I think you're downplaying as in particular as that in part is why Hank respects his boss for how he dealt with customers and Shady Doorags in a review video explains as much in one of the episodes Quizzy hasn't gotten to yet.

He's great at coming up with money-making schemes, but horrible at the execution and continued success at said schemes.

Shop classes are supposed to keep the tools in the shop classroom, for the most part. Taking the tools out it usually, depending on the school, the same as bringing a weapon to school.
