actually, the Old town (Inner city or Icheri Sheher in Azerbaijani) does not look as new. It was built until the 12th century with some newer buildings like Shirvanshah palace, which was built in the 15th century. The area was conservated already in the 19th century. So you can't really call it new. One thing it does not look shabby, because it was restaurated.
The term "Old town" denotes the place inside the walls where people lived until 12th century. The city Baku was comprised only of this place back then. You can't expect to see antiquity everywhere since it's still populated by local people. But there are numerous well preserved historical monuments and remainings of 12th century such as Maiden Tower, Shirvanshahs palace, some mosques and hamams that will leave you open-mouthed.
