Check Waver SmartOne - www.wavertech.eu . You can upload and use video files. They will play on captive portal load, but also you can add any files or links to PDF etc. All these without any special skills using the integrated builder

Next you want a media streaming server. I'd recommend KODI. It will require a few tweaks but it should work out of the box.
