When offering peaceful truce failed, and Marley and the entire world wanted the Devils of Paradis destroyed, they she do anything about it? Are there any other way besides the Rumbling? Of course not. Neither of her or her comrades have the strength to take immediate action. Maybe that is one part I agreed with Eren on. She is unfit for a role of this extraordinary crisis she is in.
