Yes, that seems like a great Idea, that to be recognized as a Civilian, that one would have to Register as a Civilian, which would probably require submitting to search of one's self and one's residence, and perhaps to stay in custody until an investigation is complete, which would probably involve reviewing surveillance tapes to assure that one had not been recorded taking hostile actions on the battlefield. Also, within totally radicalized extremist populations, or communities where the Extremists have the power of violent coercion hanging over everybody's head, then one could assume that there are no truely neutral Civilians, but that one could rationally suspect even women and children of being used as assets for combat (as was the experience of the US Army in Vietnam, where nobody in the population could be trusted who hadn't been thoroughly vetted, and even they were doubtful. After 9/11, US forces were Aghanistan for 22 years, and their civilian-to-fighter/terrorist kill ratio wasn't nearly as low as Israel's -- and Gaza is much more densely populated. Countries who criticize Israel would themselves probably not be nearly as exacting in targeting their enemies as Israel is. As they say "Walk a mile in someone else's shoes before you accuse".

Yes, that seems like a great Idea, that to be recognized as a Civilian, that one would have to Register as a Civilian, which would probably require submitting to search of one's self and one's residence, and perhaps to stay in custody until an investigation is complete, which would probably involve reviewing surveillance tapes to assure that one had not been recorded taking hostile actions on the battlefield. Also, within totally radicalized extremist populations, or communities where the Extremists have the power of violent coercion hanging over everybody's head, then one could assume that there are no truely neutral Civilians, but that one could rationally suspect even women and children of being used as assets for combat (as was the experience of the US Army in Vietnam, where nobody in the population could be trusted who hadn't been thoroughly vetted, and even they were doubtful.
