The show was kind of forced to go with historical facts here.
However, the relationships and dynamics between everyone was different in real life.
So its a different story to understand why people acted as they did.
In real life Halime never threatened Kosem´s kids.
And also, in real life, Kosem was not as close with Osman.
Its also debatable that it was Kosem changing the law. Its more like the authorities did it (the viziers / council / army).
      Why?
      Many reasons.
Osman was still young and had no kids. If he would ascend and kill his brothers, he would be the last one remaining. Similar problem Ahmed had with Mustafa.
So everyone was likely trying to buy some time. And likely many people were thinking...if Halime and Mustafa end up bad option, we will have spare´s. There were factions wanting to gain power with Halime / Mustafa.
There was a lot of politics and several strong factions. The army had some very strong factions which wanted to puppet the sultan for their own gains.
Real life Kosem was a bit swept away by events. She had influence and she was a player. But she was not the only power at play. If she had been....of course her best option would have been to make a coup and place her own kid in power. She could then decide to be nice and keep everyone else alive. And that might have ended up alright. Big problem is she clearly did not have such power in real life. At least not this early in her story. When she says in the series that she controls the army....well...I bet she would have liked it in real life. But she didnt. Not at all. Not at this time.
The series kind of created extra drama up till now and managed to make Kosem look more powerful / influential. Which is not entirely true. She was still fairly young. She had a lot of influence on palace intrigue. But she was yet to get herself all out into politics. Real life Ahmed never allowed her much room to mess with politics. So when he died she still had a lot to climb.
The problem with the series is that it ends up making her look dumb. Because, of course, if she did control the army....then she should take power and be done with it.

Luis XIV, Napoleon y De Gaulle: "El Estado soy Yo".

      Only in the series.
Real life was a different story.
The series altered so many things that they end up making her look stupid.
Specifically at Ahmed´s death, she did not have the power the series says she had. Not even close. She was a player with some palace influence. But she was way less strong vs what the series build up.
So you get this feeling that she is stupid. Because...of course, if she had all this power, she should have used it for her kids and take control. Problem is....she couldnt. And real life history happened because she didnt have that option.
I trust if someone had told real life Kosem "the army will support you", she would have been "Nice! I can get my kid in power and then let Mustafa and Osman live near me".
Problem is this is not how things happened. She was not the one calling the shots at this point in time.
