    What do we do if the base is lesser than 7?

      Fermat's little theorem requires p be a prime, so you could maybe use 5. Also that is not the base, right? It is the modulus, so if you went much lower (say 2) it might not be very interesting.
      But that being said, if you used a modulus (that is a prime) but not 7 then you would adjust the numbers accordingly. For example, using 11, you could say that 3^10 is congruent to 3 modulo 11.

    How is (3^6)^6 =1^6?

      He means mod 7, as shown at the start. You can show this with indices:
      3^6 = (3^2)^3. 3^2 = 9 and mod seven is 2. 2^3 is 8 and mod seven is 1. so 3^6 mod 7 = 1 and can be replaced throughout.
