I can't help but think that if you fashioned a pick coil along the path of your neodymium magnets, I know this will increase the drag, but you could wind the p/u coil with twice as many winds and feed it back via diode, better yet through an LED, so you can see it working.

Nice expirment Reed Relay Function is using as inter changeablity to electromagnetic coil as a triggering switch as attactraction & deflection ( make even & break even power switch of Reed Relay )

If the coil is out of center, it still affects all magnets, but it affects the ones closer stronger than the ones further away, the switch would have to be out of center in the approriate angle aswell but it would have to be much less sensitive because its so close to the other magnets, then both of these objects would have to be attached to the wire that is holding the can but this time will be fixed and not rotating itself and finally for the connections outside, there are only two points that arent rotating themselves, and these are the points where the wires go through, so you would have to use the wire for the connections and that for need to seperate it in the middle and reattach it together with an insulator. Or you could just buy a pulse motor with outside rotor. :D

if you glued the magnets on the inside, it would be more efficient because of less friction with the air.
But more distance from the coil so less effecient
