Adding this comment here in case you ever do another Brigand Court run...the big benefit of the Pirate Cove is the +1 amenity it grants (it doesn't appear in the civilopedia entry but you can see it in the production queue).
If a missionary is hiding in a city you can use an Apostle to melee attack in while it is in the city. Same for pesky inquisitors that keep removing your pressure. Often it's far easier but slower to convert a city. Also, saves your charges. Just make sure you bring a Guru for a quick spirtz to put them back in to debating strength!

From what Ive seen its based on the Tech Leader and, from the what Ive heard content creators say that seems to track "They have Musketmen?! How do they have Musketmen? Babylon has to be in this game" etc
Gilgachad will rule the world, even if he has to burn some cities along the way. Also, because Babylon is in the game, the barbarian units will end up with Modern AT & some point, so you can keep Boudicca around for a nice barbarian conversion down the line.
Hey Ursa, I'm playing a deity game as Georgia. My military engineers can't build mountain tunnels. I have Chemistry researched, I own the tiles in question, but the option doesn't even appear in the unit's build options. Not greyed out, just not there. Have you run across this one before? Edit: The little icon on the map appears, but the option is not available in the ME's build list.

You need to start using that mod that allows you to harvest anything. Including horses and iron and other such resources. I think it's ridiculous that the game doesn't allow this by default: what would stop an entire civilization from getting rid of some horses? Are horses really more powerful than men with spears? Or men with tanks? Doubtful. The only thing I wish they allowed was for some resources to be relocated. Horses can walk, so if you want to build something somewhere, let the horses just walk to another tile nearby where they can live.
I mean horses absolutely should be movable! I don't mind the restriction overly, but I will admit there are times where something pops up on your sole canal tile and you go, hmmm

Are the units available to city states based on the global era or on the tech of their suzerain?
I’ve found it to be the global era, especially when I’ve been the tech leader and Sumerian
I think city-states have their own science and research, so the units they have is dependent on the techs they've researched.
