That's cool and all, but without an RTC chip, that thing isn't going to keep accurate time, and without any buttons or wifi, you'll have to keep reconnecting it to a computer via USB to re-adjust the time.
Ikr, there is a Arduino that has wifi. I think it's called: Arduino Wi-Fi

Back in the 90's I saw a big one of these. It was like a stack of pancakes 4 feet tall and 5 foot radius (about 10 feet wide). So the display was a big curved surface on the side. That also kept people away from this big spinning arm with the LEDS.

Шум самого движка, шум воздуха, рассекаемого платой с элементами - мозги не протекут после часа работы таких часов над ухом? Не подумайте не правильно - это не стеб. Это реальный вопрос, потому что, повторюсь, проект сам по себе весьма интересный.
This is a valid question. I imagine it would be pretty noisy. It really is a cool project though. I would look into making an acrylic case for it to contain most of the noise.

Attention. In the schematic and on the PCB, the Hall sensor has pins 1 and 3 reversed.

Can you provide the link to purchase the motor? Also, did you use the RGB LED matrix that was provided in the description?
Small tip, when you solder stranded wires with holders, heat the wire from the underside and add solder to the top side, that will make the solder wick down into the strands more thoroughly.
This whole video has some bad soldering practices. But for his purpose, I'm sure he doesn't care. Lmao

Oh, where to begin.....
1) You are setting the time by using the serial port, which means the motor has to be turned off in order to set the time. If it's running, you're updating the time off the internal clock rate and with a nano, the clock can drift by as much as 80+ seconds each day (accuracy is in the area of +-1000/ppm.) So 30+ mins per month. An esp32 that can pull the time off the internet every so often or an Arduino coupled with an RTC makes more sense.
2) Someone said "You have not listed all the components, especially the magnet, the hall sensor, the motor, and the collar that attaches the board to the motor." and you replied "You can visit the links below the video." None of the links mention the hall-effect sensor, the motor shaft collar or which motor you're using (your link leads to motor options ranging from 3500 to 29,000RPM.)
3) Your code has THREE comments total and two of those are for the name of the project. Quite few variable names are one or two letters. This results in EXTREMELY poor coding style and makes it very hard to figure out what the code does. And the way it's formatted on your blog (with the center-justify) makes it even HARDER to read (yes, it can be pulled into an editor and reformatted but there's no reason not to have it formatted better on the blog.)

Самая сложная часть - сделать сам пропеллер. Нужно рассчитать, где должен быть центр масс, что за мотор используется (у меня мотор от вентилятора не подошел!), а информации по этой части в видео и по ссылкам "на отъебись"
А какая разница какой мотор? Главное чтоб сумел разогнать скорость необходимую для полученния еффекта. А частоту вращения ардуинка считает датчиком холла. А вот вес подбирать реально какое то извращение. Уж проще сделать этот пропеллер симетричным относительно оси вращения.

What is the name of these things in a kids toy form?
I bought one last year from K-Mart that was on a wand thing, the blades where just plastic, but it was an Avengers theme of various lights that changed into words and pictures.
I bought one for my son, but he accidentally broke it, and now K-Mart don't have them anymore, and I can't find any on eBay or anything.
I've tried "Led Disney/Marvel" with "wand", "fans", "propeller" and a bunch of other things, but nothing like it comes up in the results.
Would have been nicer with explanations. Now we just saw you soldering random components and flashing random code.

I think I would've put the LEDs on the back of the board and spray painted the back all black first.
This is not a good design. It would be symmetrical in weight and length on both side of the axis of rotation. It should use real led drivers not resistors, in fact even better out should use ws2801 style led that are individually programmable on a single bus. And they should only use light weight surface mount component. Also make the blade narrower, it's just unnecessary excess weight to be that wide ! I would use a cob strip to save big my on this.
Thumb down because of built-in advertisement plus the bad soldering of especially the wires onto the board.

It's wayyyyy to big to get a good rpm.. . Use smd leds and much smaller pcb. You don't need a big pcb area for a fancy logo :P
