    Plain and simple, any librarian who doesn't know that a Public Library is public property, should not be a librarian, especially the "branch manager". It also doesn't help she can't read either, multiple times she said the sign said "I am
    Homeless". Very low standards for librarians these days, eh?

      It may be a public place but that does not mean that its not privately owned.
      Shopping malls are public places that are privately owned.

      This is about Public PROPERTY. A mall is not public PROPERTY because taxpayers don't fund said mall or the businesses inside. Taxpayers definitely fund the buildings with the giant words on the side saying PUBLIC LIBRARY.

      Yes consider this in it's entirety. The only person who actually knows the law and Constitutional rights of citizens was the only person there that was belittled, treated like a nuisance, told they have no clue what law is, told by the police that a city ordinance overrides the U.S. Constitution. How alarming that should be to every citizen of the U.S. that almost the entire population is abstractly ignorant of their rights and the guarantees in the Constitution.

      "Reasonable" is the operative word when it comes to "subject to reasonable time place and manner restrictions". Its not reasonable to designate an out of the way place for speech when the point of free speech protections is to ensure citizens can use public property to make their voices heard. This policy, if litigated, would be overturned quickly.

    The constitution pretty well states the US is a "free speech area." There is no such thing as a "free speech area" that is conveniently out of someone's line of sight or hearing. And the inability of public employees to understand what public property is is staggering.

      Things can get complicated when it comes to "free speech zones" in this case. There is the public forum doctrine of reasonable time, pace, and manner and there are tests by the courts to determine the issue. There have been legal challenges and some are successful while others sometimes fail.
      While I think there is a place for some rules, far too many places choose to do this way too broadly and deserve to be tested.

      Great point, free-speech restriction is limited by time place and manner. None of that was violated from the spot that he was standing the time that he was standing with the type of free-speech he was engaged in. Clearly a violation of his civil rights. Jeff is a fabulous guy, his primary goal is education and resistance. I applaud him for that. But I also agree with you I think he should be getting paid, because money gets attention.It’s amazing how fast things will change when money has to be paid out and stupidity should always have a cost.

    It’s a strange country that we live in that a Veteran can’t stand in front of a Publicly funded library under the American flag and spread awareness of the rampant homeless veterans situation. I am more “uncomfortable” about the plight of homeless vets than I am about a free citizen exercising his right to express his freedom of religion and free speech as guaranteed by the Bill of Rights. Shame on the library staff and law enforcement who did not uphold the Constitution. Strange country we live in.

And the cops never correctly that batty woman. 🤔 And then they didn't file the paperwork because they KNOW they cannot legally trespass you from public property. 🤷🏻‍♂️ Petty tyrants.     The manager of the Library was never given the authority to violate the People's Constitutional Rights. She needs to learn her place and stay there.

    Sadly libraries and librarians used to be a bastion against those who would take our rights, our liberties, but obviously are no more.
    How many lies did that library manager tell in her 911 call and her discussion with the responding police? Asking for money, says he's homeless, blocking the entrance, and what else?
    She needs to be taken to task for each one of her mis-statements. Needs another visit, Jeff. Take your documentation of your contact with the police legal counsel.

    Have you noticed how everyone tries to stuff everyting into a certain box, Jeff is standing there with a sign so he must be panhandling (even though no-one said he was asking for money), He has a sign so he is obviously asking for money (otherwise why have a sign). Jeff is being unruly although no one complained. He must be homeless (no proof of that either). Each one of these boxes they check cause them to treat Jeff a certain way. Another is that he is trying to be argumentative (thats the only purpose) yet he was firm from the beginning, there was no argument, he was telling them what he was doing and how it was.
    You had 3 individuals there (2 cops and the woman) who were making up the narrative as they were speaking. There was no investigation just ticking the boxes of the biases they already have. When something didn't "line up" with their bias, they made up something to cover for it. The woman was wondering why he wasn't getting servcies (homeless) but he didn't have stuff around (he must have it stashed). They created (between the 3 of them) an entire narrative devoid of fact.

    The ignorance of the police is amazing. Jeff cited the constitutional first amendment yet still they think an illegal city ordinance supercedes that. Wisely Jeff concludesits not worth an arrest and the legal and financial hassle that would involve. Still I hope it is followed through as nothing will be learned if there are no consequences.

      No arrest needed to file the suit. As long as you're threatened with arrest or trespassed for Protected activity that's a violation. So he can instantly file his suit and win. Without paying bail money and waiting/fighting charges first. Learn the law.

    They clearly told you verbally you were trespassed and I believe they even said they were going to write up the paperwork for you but I didn't remember seeing or hearing from the video if you got any. I saw that you appealed the tresspass and they said there was not any in place BUT the clearly did say you were trespassed and your rights were clearly violated so formal complaints on officers and library staff are warranted as well as a lawsuit

      The police issue the warning on behalf of the Manager of the library and that is the department that should withdraw the warning.

    Homeless and Soliciting- neither of which is a crime in what was once the land of the free and home of the brave. Now we are the Land Of Suspicious and Home of the Karen!!! We were once a land based on civil liberties and law and now people believe feelings are enforceable by law enforcement.
    Another issue I don't think has ever been addressed is the fact that law enforcement always gets every detail about every single citizen, caller and victim alike. They asked the Karen in this video for her D.O.B. like that has any relevance to the situation at hand. It's completely out of line how much personal detail these clowns believe that are entitled to.

      There was no paperwork issued by the officers, but they weren't trespassing you... They were enforcing the trespass on behalf of the library and city that unlawfully trespassed you, so why did Laura Roe reply in relation to what the police did?
      The officers are unable to decide whether you're trespassed and whether or not they log it properly makes no difference. You were still officially trespassed, you still are officially trespassed. If you have time to "play the game" you could push for that appeal which you still need, or file a complaint for being denied your right to appeal.

    I get so tired of hearing cops saying' well, he is just trying to cause something to happen' etc. Those cops should maybe take ten minutes to find out what the law actually is. It is the failure of these cops to just let the caller's know he is perfectly within his rights to be there and even ask for money if he wants. He can't be aggressive about it, but he never is so the cops are failing the citizenry by not knowing what the law actually is. They need training and ego checking.

      Wayne Dean Ledford seeks review of a decision of the circuit court acting in its appellate capacity affirming the county court's determination that section 20-79, City of St. Petersburg Code, "Begging for Money," is constitutional. We conclude that the ordinance is unconstitutional, grant the petition, issue the writ, and remand for further proceedings.
      Lawshea v. State, 99 So. 3d 603 (Fla. Dist. Ct. App. 2012)
      The people Lawshea approached were an older, married couple who were headed to a movie. The husband testified that Lawshea walked up to them and asked for money. The encounter made him nervous, he said, because “where I come from, we don't have much of this.” He gave Lawshea a few dollars and then saw him hurry away just as a police officer arrived. This witness did not describe Lawshea's tone or manner during their exchange.
      The City of Sarasota, like many communities, has an ordinance regulating panhandling by placing time, place, and manner restrictions on what is otherwise constitutionally protected activity. Ch. 23, art. III, City of Sarasota Code of Ordinances. See Ledford v. State, 652 So.2d 1254, 1256 (Fla. 2d DCA 1995) (“hold[ing] that begging is communication entitled to some degree of First Amendment protection”).
      The officer's mistaken view of the law-that it was illegal to panhandle anywhere in the city-could not support a finding that he was engaged in the lawful execution of a legal duty when he ordered Lawshea to stop. See Hilton v. State, 961 So.2d 284, 294-98 (Fla.2007) (noting that officer's mistake of law undercuts reasonable suspicion); Langello v. State, 970 So.2d 491, 491 (Fla. 2d DCA 2007) (finding police lacked probable cause for stop based on mistake of law). Accordingly, we reverse Lawshea's conviction for resisting without violence.

      @@safetyfirstintexas well I will take his word on it because I don’t think he would say something without properly researching it the only reason I know about it is because I have made a video one time about 3 years ago this lady and her children were asking for food at the time I didn’t know about the panhandling ordinances being illegal in Florida and the cop was mentioning panhandling . I had already told the lady I would buy her food fortunately I got her away from them without her having to ID and I was able to buy them some food but somebody had mentioned in the comments that it was illegal and then I heard it after that but I never read the law and I don’t ever want to ever give the wrong information out. Now someone has dropped the case down in the comments. I took a screenshot. 🙂

    God Bless the Homeless Veterans. I’m a homeless veteran, and I love our Country and her people. This man (auditor)deserves to be as popular as Gary Sinise.. in my opinion.
    He’s one of my favorite auditors, I believe that he’s truly working to save our Constitution, one audit at a time.
