If I understood the pertinent passage in Ronnie Browne's autobiography correctly, it's Roy rowing the boat. I wouldn't have expected that, especially as this was filmed in January (he said it was awfully cold). If you look closely at the shot from the back you can see that the person rowing the boat is wearing the same jacket as Roy.

There are several other good videos from this series you may have seen on YT: Greenfields of France, Dawning of the Day, Massacre of Glencoe are just the first three that come to mind. They are all on the two-DVD set A Complete Vision of the Corries available from the Corries website or other retailers such as Amazon.

I thought this was the best thing the Corries produced and one of the most beautiful love songs in the Scottish lexicon.
