I would say that Dio and Jojo were almost at the Same Level but Dio was Stronger and Smarter but only because he need to be Stronger and Smarter if he would have to Survive in the Street. That's why he dislikes Jojo at First and Starts Respecting him when he tokes him everything away and he still didn't Change. Jojo was Smart and Strong but he only Became so Strong and Smart because of his rivalry between Dio

Jojo was definitely always smart and strong, just not fighting smart or strong. Dio was just an asshole is why he became smart/strong. If we took both of them before they learned their powers, Jojo would probably win.

Dio took JoJo's body in part 1 and in part 3 you see him using his body. In some of his bars, he basically hinted how he took his body only being a head during JoJo's last moments.

Naruto is full of strategy. And the longer the series goes on, the better it gets. At the end, you get people throwing out full strategies on the fly without an exposition dump or diolouge.

My G, what you were referring to about a dio from another timeline if he had beaten Jojo is from a video game for Ps4 called Jojos Bizarre Adventure Eyes of Heaven. In the actual series after part 1, Dio just makes a reappearance in the series in part 3 as the villain again

the dio that beat jojo form another time like is non cannon, but he is called dio over heaven and hes from the jojo game eyes of heaven, you would have to catch up on part 1-7 to really get a good hold on why, but pretty much he beat jotoro, got his stand to get a super broken power and mixed it with another broken power.
