Del was actually designed to look more like a ship, so perhaps the "holes" in his face are most likely supposed to resemble portholes. He was also named after several ships in the US navy, Delaware, in English, and in Japanese, after a Japanese battleship, Yamato.

Magical leaves is more a japanese folklore reference. Tanooki are said to sometimes transform with the help of magic leaves. This happens in SMB3 where picking up the leaf turns you into Tanooki-Suit Mario. The idea is that the leaves are capable of transformative magic; the items that you pick up in Animal Crossing are just magic leaves that can transform into furniture.
There was also a story in which a Bake-danuki disguised leaves as money and used them to buy things, but then after the tanuki left, the "money" turned back into leaves; making it rather ironic here with the items being the leaves' true form here.
I think that Blanca is actually a Nopperabou; a Youkai that takes the form of a person with no face. Why exactly they made her into a cat, though, I'm not sure. It may be because there are cats that have all-white fur naturally, being the color of a blank piece of paper.
10:19 the leeves are likely a reference to what Tanuki can do in japanese folklore, where they have the ability to transform after placing a leaf on their heads. This is also likely why the furniture leaf is the logo for Nook as well
Blanca is in new horizons, but the ability to draw her a face is removed, meaning she is left faceless the whole time, personally i think she is pretty cute despite her lack of a face.

i'm really late but the weird letters may be the leftovers from the original japanese version, which were used for kanji display settings. i've played a bit of DNMe+ and disabled kanji at the start bc couldn't read most of them, then at some point a villager asked if i could read the written kanji (although i can't remember if it was a letter or just a dialogue line), i said i could and it changed my kanji settings. i should not have flexed my japanese then lolol
I always figured the balloons came from Phineas. He gives balloons in city folk and rewards (badges) in New Leaf. He’s got access to the balloons and is certainly in the mindset.
The balloons remind me more of the idea of pen pals. Back in the day, a lot of people would just send out balloons with a little note with some personal details and something about wanting to have a faraway friend (they used to even put their mailing address on there, but, uh, don't do that, anymore, that's a bad idea). Sometimes someone would find the balloon and the people would write back and forth. It feels like they were trying to emulate that, in animal crossing, but finding a note isn't particularly exciting, in a video game, especially one that's not online all the time, like the earlier Animal Crossing games, bc then it'd just have to be a prewritten note from a villager or something, so a present of some kind felt more appropriate

Hence why he tricks the player by selling fake art (even if theres a fully known option saying "i want a closer look" for a reason and you can google it) or a salesman on holiday events with raffle tickets where he takes full advantage of what is called a "gambling addiction."

Its a old European folktale! A poor farmer tosses his rusty old axe into a lake in anger only for the fairy of the water to surface with 3 axes, his, a silver axe, and the golden axe. She asks him which was his, so it could be returned. The farmer is a honest man and tells the truth, thus she gifts him all 3 for his honesty.
