No, osu only saves like "5 movements per second" (example) for the duration of the pause, because it's unneccessary to record proper mouse movement. That way, osu! saved storage for the replay files, but nowadays osu! records proper mouse movement. That's why you'll only find this kind of cursor movement during pauses of old replays.
