Well...this was a movie with no real stakes. I mean, we WANT the D-1 to succeed, don't we? It isn't malfunctioning. And we certainly aren't given a reason to route for these clowns.
I could see a good sci-fi movie made around some of the concept thrown at the wall in this flick. It would only need some decently written characters, dialogues, and a plot that makes sense.
What the hell!? I just looked up this one's credits on IMDB and Andy Sedaris wasn't even involved! It pretty much has most of the tropes that distinguish his movies and could have used WAY more smoking hot babes, some who COULD have been cyborgs like the late Julie Strain - SUCH a missed opportunity!!!
One of those actors was the late Patrick Swayze's brother. Why cyborgs and what was the purpose of their mission? So you could have another movie featuring typical 80's action movie tropes. Looks good for a laugh.
The only possible plot was for the bad guy to use his corrupted bad guy robot to kill the only soldiers that could track them down and kill them, then escape with the information and the super soldier to sell to the highest bidder. But it's clear that wasn't in the movie unless you missed something.
90's straight-to-video movies are just too soulless to enjoy on any level. As bad as Ed Wood or Jerry Warren films were, they at least had personality.
To use a sometimes-ignored meaning of “digital”:

We have Robocop, Terminator, Aliens, Tremors... and I think that scene with Digital Man taking his armor off could be a nod to Predator.

D-1 (Mathias Hues) was in a lot of cool B movies. Still is. But the one you should do is I Come In Peace a/k/a Dark Angel.
What this film needed was Tobor, the 8th man to combat digital man.
The plot appears to be a thin scaffolding on which to hang a lot of shooting and explosions.
From the low budget king Phillip J Roth himself. Man, what a cast though.
