Waluigi would be the prefect rep for Mario Party/Tennis considering that he’s most well known for being from those games, and there’s a good amount of moveset variety that could come from it.
Most of peach and daisy moves are from spinoff games.

Sakurai worked very hard to get a lot of characters who a lot of people just assumed wouldn't be in the game because they initially seemed like it would be too much work to get there. At the end of the day he is allowed to say what is in is not going to be in his own game. So I wouldn't say that he hates his fans.
@kicksyo2171 he absolutely does. Why does Nintendo go out of their way to NOT sponsor tournaments and even shut them down in the case of Melee. Sakurai knew Waluigi was by far the most requested char and still didn't add him to the game. He doesn't care what his fans want because he thinks he knows better than them. It's also why he removed many of the mechanics that hardcore fans like such as wavedashing.
Waluigi deserved more to be playable than Dark Pit, various Fire Emblem charcaters, Piranha Plant, or even Dr Mario & Pichu (even if both are Melee classic).

Little Mac, Isabelle, and Dark Samus were all assist trophies so the “assist trophies can’t become characters” argument makes no sense.
It makes sense for DLCs, as well as mii costumes, like in all presentations they first show the new character and then the mii costumes, except for the last one, when sora was anounced, why? It was a message, basically to say a final "not this one".
So it does not apply from game to game, but it does on DLCs
I think it's referring to "assist trophies in the game can't become characters in that same game", because
Little Mac (Brawl Assist) > Little Mac (Sm4sh Character)
Isabelle (Sm4sh Assist) > Isabelle (Ultimate Character) (exact same for Dark Samus)
So, if we don't see Waluigi as an assist trophy in the next smash game (if there's gonna be one) then we sure know where that's gonna be going

The thing with Waluigi is that, as it happens with Mario and Wario, he is an exaggeration of his counterpart's worsts aspects, and with Luigi being the forever second place, Waluigi is the ultimate loser, thus not achieving anything and not making it into SSBU. It's all in character for him.
Waluigi was only designed to serve as a doubles partner for Wario so he will never be a fighter (unless Nintendo gives him some love)

No matter how popular and loved by everyone he is (me included), he’s still sort of a side character, not showing up in any mainline mario games to this day, so outside of sports and mario kart, they really didnt have any material to pull off of for his moveset, unlike wario with warioware
but daisy got her own character and she has literally been nothing but replacing peach a couple times and the rest were sports games

My theory to why he’s not in smash is because he’s only ever been in spin-off games. Mario’s move set is based on the platformers. Luigi’s move set is based off Luigi’s mansion. Wario’s move set is based on warioware. What exactly would you do with waluigi? Yeah you could make his move set based on Mario tennis but there’s not much you can do with that.
What about daisy, she really hasn’t been in any actual Mario platformer unless if you count super Mario land.

idk dude I feel like not having a mainstream game is a great argument as to why he isn’t a character. I remember playing warioland on the gamecube, and then warioware smooth moves (I was a wii kid I played this none way more often) and then going CRAZY when I saw the biker outfit as the main fit. I know P. Plant hasn’t had a mainstream game but at least in every game he was consistent. It was either fire, poison, patooie or just ganking you with his head, and that’s true to smash (maybe i’m biased I love the plant). Nintendo doesn’t try to market this game to the loyal 200K people who consistently watch the Yeet Smash videos (and channels like this) they wanna appeal to everyone, and the billions of the people in the world care more about Sora than Waluigi.
I think the term "assist trophy" was meant for smash ultimate. It would be weird if one smash game had a character as an assist trophy AND as a playable character. That's probably the reason why min min and bit spring man was added

It comes down to the fact waluigi wasn't actually created by Nintendo, he was made be camelot software planning for mario tennis in 2000. The top suits at Nintendo have never particularly cared for his character so they relegate him to minor side games.
Diddy Kong & King K Rool were created by Rare & both made it.

I love smash brothers. Since day one, game one on N64. I’m just as sad as everyone else is about Waluigi still not making the cut. I think it’s stupid & dumb. I think Sakurai is just being unrealistic about it, what ever his reasons are doesn’t mean a lot to a lot of people, they just want to be able to play as Waluigi. We all do. Sure, he was an assist trophy, but that shouldn’t negate him as a very playable and possible character. I just wish Sakurai would give us this one and we could all call it a day and move on with our lives and have a very memorable character added to the game that would make it better. But making a game better is just a problem because it’s fun and Sakurai doesn’t want us to have that fun. It’s that simple, it’s really dumb.

The real reason is one Nintendo doesn't like talking about. Nintendo seems to not like Mario characters that aren't made by Nintendo. Waluigi was made by camelot for mario tennis. As such, Nintendo keeps him in spinoff Mario games only. It's almost intentionally out of spite at this point because of his popularity.
Wouldn’t Wario also fall into that category? He was made by the people who made the Mario land games, a group not overseen by Nintendo.

And regardless, the problem with sora is that unlike someone like Steve, who even if you didn’t want him in the game, the shock of it was crazy.
