Why does the shark make the whole beach smell ?
He doesnt, the shark was there because of the smell! He is seeking prey :) so if the sea smells fishy, you can expect more sharks than usual in the area and therefore can expect a higher likelihood of an encounter with one.

what are the small fish under them? or are they babies
They're called remoras. They can attach to the shark to hitch a ride. They'll typically consume the scraps off a shark's feeding.
