How did you add the device in Test_WinClient group?

At the time of group creation, there will be an option to add members. You can select your device from there to add as a group member.
If group is already created then click on your group name. Under Manage, click on members. On group properties page, click on Add members. From the list, select your device which you want to add as a group member.

By default, the person who signs up for (email address you specify while sign up) and buys a Microsoft 365 for business subscription gets admin permissions. That email address will your admin email address. And the same person can assign admin permission to other users.
