I think literal 8-bit music would be made using the sound card of a gameboy or something, but as for chiptune (music that immitates 8-bit like this), simply use certain synthesizers and plugins in any DAW. Go for square waves, sawtooth waves, etc. those simple waveforms are what give it the classic "8-bit" sound. Also certain techniques such as fast arpeggiation for chords which was originally done in order to imitate a chord with a limited number of voices.
