Where absolutely necessary, decided by a panel of experts where it's demonstrated there are ZERO alternatives and it's absolutely needed to SAVE human life, studies can be approved. It should be continually audited to determine progress, necessity and take place under open, monitored conditions with animals well provided for before, during and after in a natural-as-possible environment. Animals should be paid in trust, so they'll be provided for once retired and have a limited "test-life".
I guess that there are a few, a very few, reasons for testing on chimps. But these damn supercilious scientists who find it so easy to condemn the chimps to an entire life of confinement with no chance to retire just seem despicable to me. At least let them do ten years and then out or something. Even if these guys are right, I know I could never do what they do. There's such a thing as karma.
I am a trained scientist, who could never rub shoulders with people like these "scientists" without rubbing their mouths in chimpanzee shit. And, perhaps the faces of their children as well. And, I am by no means a "tree-hugger". I am just a person lucky enough to have been born with both a brain and a heart.

I'd love to do their cruel experiments on these so-called "scientists"...see how they like being under the knife...
