Considering they had no control over who was using the tampered with devices, nor did they care if the explosives were detonated in proximity to civilians, I would say yes, it is more in line with meeting the criteria of an act of terrorism and a war crime rather than being a permissible act of warfare. You can't justify indiscriminately killing or maiming civilians when the targets of your attack posed no immediate threat...

I do think US should examine Gaza operation first war crimes but other groups often call stiff war crimes when it not.
