I think the main reason is that he's the one that uses fire, and if the cart was knocked over it could catch the pier on fire, and he's been warned numerous times and he still does it over and over, that's why the Fire Fighters showed up.

If I had a cart on the pier, I would rat out these criminals every chance I got and form a group online to showcase the other vendors. Police as a community to get these illegals gone. Take ALL their stuff. Lock it up and require a massive fine for return of equipment AND proof of legal permits to sell. There are ways to solve this instead of the current way, but in Cali, it is unfair to call out law breakers in fear of hurting someone's feelings.
