the way I see it, the only personnel that would be needed at SCP-2000 before the brimstone event would be security to make sure no civilians accidentally discover SCP-2000 if the foundation is not actively doing testing to the SCP. after the brimstone event, there would be a 0.001% chance for any security there survive, and the same chance for any scientists that may be there if they are conducting testing. so there's still a very low chance, but it's not entirely impossible for SCP personnel to already be on-site to activate it.
It would only be a skeleton crew at most, and it's is unlikely they could activate it since they would have had a lot of contact with anomalies because they work for the foundation. It is just extremely unlikely there would be living persons who aren't tainted by anomalies at the SCP.

Even if you believe that you would likely perish in such an event, if you lived to even see this kind of alert, it is still worth a try.
