Furukawa 'Roppa' was the younger son of a Baron and a massively popular comedian in the prewar Showa Era. The guy doing the straight-man (tsukkomi) voices is famous baritone Tamaki Tokuyama, who sadly died of an infection at only 38. Neither had any military experience, but this bit captures something common to the spirit of soldiers everywhere.
I guess the Joki Joki ..... line actually represents the mechanical sounds of the barber's scissors, isn't it? Another fun thing is how the Private sounds boyish, while the Officer's voice is gruff and authoritative. 😄😁

日本兵と中国の伝統衣装を着た子供達が遊んでいる写真ですね。日本兵が子供達の髪まで切るという面白い歌ですね。
