Would the settings change if you were trying to capture a moving car but not necessarily panning with it? Ex: Car driving directly toward you/away from you

When taking still shots during the sunset what do you reccommend for iso/aperature/shutter speed? I tend to have to have a high iso like 1000 because the picture comes out so dark..
Set your aperture to what you want. If it’s low light conditions I’d recommend a prime lens that can get you into the 2.0 range. Set your shutter speed low enough that you can take the photo handheld without blur, or set it up on a tripod, and then keep your iso as low as you can while getting proper exposure.

Try out a 70-200 with just the vertical stabilisation enabled for panning shots, makes things a lot easier.
Or turn it off completely
