I think aligning the playing handicap for a round to Par makes far more sense for casual players than previously (when it was aligned to course/tee rating). From the reaction of many of our players to the WHS calculated playing handicap for our course (which has a low rating - 67.1) is that when they had a net close to par they were happy. Now with WHS there are less instances where their net is close to par :( The other thing that makes life difficult for casual players is that whilst the bodies want to get players to maintain a handicap, for many calculating the Adjusted Gross is more "difficult". The handicap system provided by the club does not calculated adjusted gross for players and few of our members know what holes they should be allowed one or more strokes!
