That incident in the remote Black Hawk Forest Preserve off of S. Mulford Road, and not far from Soto's home, resulted in more than $2,000 in property damage which the court ordered Soto to pay restitution for, according to Winnebago County court records.
Records obtained by the ABC 7 I-Team show that Soto was required to pay that restitution by Thursday, March 28, and that the murder rampage occurred less than 24 hours before the money was due.

O'Connor v. Donaldson was a Supreme Court Decision in 1975 that prevented states from incarcerating individuals in mental asylums if they had not comitted a a crime. That case was brought by Democrats six years before Reagan became President. You believe nonsense because YOU are ignorant.

John Kennedy signed the Community Mental Health Act in 1963, which defunded and emptied large state mental hospitals. The intent was to build community mental health facilities but that never happened. You might want to learn history before you make false claims.

The increase in homelessness can also be linked directly to the mass closing of mental institutions during the Reagan and H.W. Bush years. All of those mentally unstable people are walking the streets and self medicating with street drugs today.
This is a good example why Americans should use their Natural and constitutional rights to carry firearms. Let’s operate on the assumption that a Vast majority of people carrying weapons are not out to kill people but do so for Self-protection. In this case, for example how does a postal worker get stabbed or murdered? Because generally speaking they’re not permitted to be armed in delivering mail. Who murders mail delivery people? Well, here’s one. People on drugs. Something more and more common these days.
If you use drugs you have no guarantee what’s in them. You can go into a store or restaurant having no idea whatsoever of the character or motivations of others present. And if there’s anything Americans have proven they’re afraid of is dying. But they won’t let others carry weapons of self-defense? The facts are (and you can check public statistics), a vast majority of firearms owners/carriers are responsible and law abiding citizens. But many Americans seem to immediately panic at even the sight of a firearm. 🤪

Are you actually saying that you don't know the long history of postal workers and firearms? As a former mail carrier that history is the reason firearms are not permitted in postal facilities. More postal workers have been shot and killed by fellow postal workers than they have been by the general public.

Winnebago County Sherriff's Office listed Soto as white... crime statistics are completely weaponized. If a Soto kills a McDonald, Soto is listed as white. If a McDonald kills a Soto, all of a sudden Soto is hispanic. An audit is in order, this Bolshevism cannot go on any longer. The whole system is being subverted.
(Hypothetical Update). After conviction and sentencing, the Illinois Parole Board released him. He served 125 days.

What we all should be doing? Watching movies? Sorry, my kids do what they should be doing, and that's training at the firing range, and at the gym with our Karate Sensei! The only thing we watch on "TV" is NOTHING!! When they turn 18, they will be adults and do as they wish, but right now, they focus on schooling (we home school btw), training, and exercise. For "fun", we go camping, hiking, fishing, hunting, play games, etc., all wholesome things! Prepare your children for the worst so they can live their best!!
